Maintain authority over a profile

Different options for authority over a profile will be visible, depending on the type of profile viewed, the profile’s status and the authority that the user has over the profile.

Authority Actions

The following three authority related actions can be applied to a profile:

  • Request Authority for an Existing Profile This function allows an Authorized Super User or Authorized User to request authority over an existing company, third party filer or industry participant public profile. If the profile type is not for an organization (for example, an individual third party filer or an industry participant profile), the request is sent to the CSA Service Desk for review and action. If the profile type is for an organization, the request is sent to an Authorized Super User of that organization for review and action.A user can only request authority as a filer if there is no existing active relationship between the profile and any other organization. If the user is allowed to request authority as a filer, the user must include an Electronic Filer Agreement (EFA) in the request. Alternatively, if there is already an active relationship as a filer for the profile in context, a request for authority as a filing agent can still be made and in that case the user must include a Filing Agent Authorization Form (FAAF). How to request authority over an issuer profile: 
    • Search for the profile. 
    • On the profile ‘Actions’ tab, select ‘Request authority’. 
    • Complete the request steps and attach the required legal agreements.

    Once a request for authority is submitted, a new task appears in the organization’s dashboard or in the operator’s work queue if the type of profile is for an individual. Approval of the task grants the requested authority and a notification of approval is emailed to the user requesting the authority.

    If the request for authority is for a profile that has not completed an Electronic Filer Agreement, one must be completed as part of this request.

    If a company or third party filer has indicated they are an investment fund manager on their profile, receiving authority over these profiles will also give authority to file against any investment fund or investment fund group associated with that investment fund manager.

  • Grant Authority This function allows a filer’s Authorized Super User or the CSA Service Desk to grant authority over the profile to an external user. A completed and signed Filing Agent Authorization Form (FAAF) must be uploaded in PDF format.Maintain authority over a profile​
  • Modify or Revoke Authority This function allows a filer’s Authorized Super User or the CSA Service Desk to maintain existing active authorities over a profile. The filer’s Authorized Super User or the CSA Service Desk can either revoke all authority over a profile or modify it if needed. While modifying the authority, the following authority roles can be either added or removed:
    • Updates to filer profile 
    • Securities offerings 
    • Continuous disclosure 
    • Applications 
    • Exempt market offerings 
    • Third party filings and securities acquisitions 
    An executed ‘Filing Agent Authorization Form (Modification or Revocation of Authorization)’ must be provided to the CSA Service Desk for the CSA Service Desk to make any changes to the current authority permissions.
